Can Taxpayers Pull (purse) Strings?

Members of Congress have been reporting that the vast majority of their constituents are against the bailout. One representative reported that he received 3,500 messages against the bailout. Yet, the Congress plans on foisting this bailout bill on the public anyway.
Here is my solution: Individuals, small businesses and small corporations interest a respected law firm to represent the taxpayers, as a class, in response to the current provable "taxation without representation": American taxpayers, as represented by the law firm, as a class, are to send their December estimated quarterly Federal income tax payment to the law firm to be held in escrow pending the outcome of the bailout's effectiveness to help main street by such actions as abating foreclosures, assuring reasonable rates of loans to small businesses and renegotiating usury credit card debts. Attorney/Client privileges are of paramount importance as the proposal moves through the Internet. Action will not commence until it can be ascertained that a million taxpayers are up to the game. Perhaps as we get rolling we can do the same state to state with state estimated income tax?- We, did well to flood the Congress. Now, we can pull these purse strings?
