There should be the instrument of a Constitutional Amendment that could allow, under extreme conditions, the removal from office of a sitting President and Vice President. Such would only be in order in the event of policies or actions by said President that endanger the country either by waging unwarranted and/or unprovoked warfare; jeopardizing the nation's economy, or otherwise bringing about severe harm to the country. The mechanism might be that when, and only when, 70% of the House of Representatives (the "people's house")by actual vote decides that the removal procedure should be begun, they pass such a resolution. That resolution then proceeds to the Senate, wherein a majority vote shall authorize a replacement election vote -- setting date for said vote, and, as well, appointing a replacement President who would, in the case of a successful affirmative vote by the entire populace, fill out the remaining term of the failed President.
Then, the Replacement Election would be taken and the results honored.
Surely our current experience demonstrates how useful this mechanism could be.
