It appears that if a material were made strong enough, like that used for bullet proof vests, and used as a hot air balloon is used, it can be placed around the area where the oil is escaping from the pipes in the Gulf.
As each of those huge balloons becomes full, it can be replaced by an empty one.
The full balloon is then taken to the surface, where the oil it captured is pumped out into a surface ship, designed to receive the oil captured by each balloon.
The process simply continues until they figure out how to permanently stop the oil from spewing into the gulf.
Then, the oil saved by the balloons, can be used this way: sell it for a profit, and give that profit to the people in the Gulf who have lost their businesses and the like, to this BP Disaster. This can help make up for what they have lost, so their lives are not completely ruined by the oil disaster from BP.
But the important thing is that this method can save the Gulf people, the shrimp and oyster people, and the fishermen, and the tourism people, all of whom lost their money for this year due to BP's disaster.
