Let's be honest. Bush's signing an "INTELLIGENCE" bill sure sounds like an OXYMORON, with an emphasis on the "MORON". It'll take more than just signing a bill for him to gain more "INTELLIGENCE". Based on reliable and observable past practice, it'll require a BRAIN TRANSPLANT.
It repeatedly boggles my mind how the Repubs. fail to notice Bush's failings and incompetencies. If he were a student in one of my former classes, Bush's grade prospects would be in the C- or below category. As a president, he's earned an F-.
